Did you just get a staff position recently? I noticed it's posted as a staff review, but I remember about a month ago I gave your review second place in ROTW.

I also clicked on the Staff link and didn't see your name listed, unless either I'm an idiot or you indeed are new to the staff and the other staffers are too busy eating cheeseburgers and playing Modern Warfare to actually update the page. Oh wait, the cheeseburgers part would be me.

Come to think of it, I swear I've seen a lot of people who post both staff and user reviews. What's up with that?

In short: It's a ploy to generate as much feedback as possible.

In long: I'm not staff, but I am freelance, which allows me to post staff reviews or user reviews as I see fit.

The main reason I write staff reviews is to help out the site. These are the reviews that get featured in links to the site and are kind've the face of the site. To that end, if ever I review a new release I make it a staff review to show that we're current and on top of things. You can't edit Staff reviews, though, so you really have to be on top of your writing and generally do a couple drafts before posting.

I write user reviews when I want to try something new in my writing style and don't want to experiment with Honest Gamers' reputation on the line. Also, user reviews are almost always guaranteed some feedback due to the ROTW competition, so it's a better place to try new things. For games that no longer have major relevancy, I tend to do user reviews because I can go back and edit later rather than having to write several drafts at the time of posting.
