I believe he's using his "tough prison voice". You know he's tough cos he's smoking either a hand-rolled cigarette or a joint when he's in the joint.

From wikipedia:

"On the film’s DVD commentary, the filmmakers say they were paid a dismal amount of money to make the film. Originally, they say they were told by Trimark to re-edit the first film and pass it off as a sequel."

Apparently 40 minutes of this film is just footage from the first one. Oh and:

"According to IMDB, none of the cast or crew members were ever paid for this film."

Well that explains the shitty acting.

They didn't really deserve much for that. My favorite part is when the car randomly explodes out of nowhere.
