This is pretty straightforward. Head to the nearby shipping container. You'll have to beat up the goons, and since they're not expecting you to be hostile, you can sneak up on one (or more if you're lucky) and press Square to take them out immediately. Open the container. From this point, you're on a timer. You have just over 30 seconds to get to the next shipping container.
Zoom as fast as you can, taking advantage of the neon clouds on the way. Not only will they speed you up, but they'll actually add seconds to your timer. Stay high for as long as you can, jumping from rooftop to rooftop, hitting any clouds you see. The Air Dash and Double Air Dash upgrades for your Light Speed will definitely come in handy here. Once you reach the next container, take out the goons again and open this one too.
The cops will join you on your way to the third container. Avoid their smoke grenades and dash through neon clouds. You'll have to stay close to the ground for this one, since the buildings are tall and there are lots of neon clouds around street level. The fourth container is pretty much the same. Stay low, avoid the smoke. There's one final waypoint to head to. After the cutscene, the mission ends.
