Let's not forget that while the NES dominated the area, there was also the Turbografx and the NEC PC-FX as well. Sega's Master System might well have hosted this game, just based on its graphic styling. Any one of these systems may well have provided the required performance.

The 8-bit area is a mayhap surprisingly large brush, one I was largely ignorant of until just a year ago. We just didn't appreciate those consoles on these shores.

We might have appreciated some of those consoles more if a greater percentage of games were localized. A lot of games for the hardware you mentioned didn't see the light of day, here in North America, so it's hard to put the blame for that on consumers. And because the NES was such a huge hit and produced most of the classic titles from that era, it only makes sense that today's developers would reference titles from that platform when paying homage to yesteryear.
