I take that quote to mean that if this game were released by Nintendo, everyone would love it, but because it wasn't they don't.
The problem with that, of course, is that WTF is really a bad game. While on the surface it bears a strong resemblance to the likes of WarioWare, the games are in general painful to play--rather than just being overly simplistic--and make the idea of going to work (where at least you get paid) fun in comparison.
So I can't really say I agree with whoever wrote that.

Well, it's not like every Nintendo game gets critical and sales fame to begin with. A lot of them do, but Fire Emblem sure doesn't.
