I had this on the PSX. I played it for all of 15 minutes before forever giving up.

The game you describe sounds offensively bad, almost like some cruel joke or something made expressly for masochists.

I'm still thinking about the rating, though, I might just keep it the way it is. It was hard to pick which rating to give it. I didn't enjoy the game, but it had me thinking if giving it a 2 would be too harsh. Hell, at one point, I actually considered giving it a 4.
