This sounds like it would have been serviceable as an early PSX title. Rather dreadful that it was released a full ten years too late.

That's probably a fair way to put it. As a PSX launch title, it would've been... maybe mid-tier, I guess. Graphically, it's just fine, but the gameplay works so hard to push me away that finally I just threw up my hands and said "Fine, I won't like you!" I think the game and I are both happier now.

I know that feeling all to well. It happened to me a lot last year, with Red Dead Revolver the one that really sticks out in my mind. However, no matter how many times I "gave up" on that game, I still kept coming back to it. I don't know why, because it never got any better.
