Mega Man will only be able to be unlocked by defeating the hardest mode possible with Dan without taking any hits, so nobody will ever be able to play as him.

According to the press notification, the version of Mega Man that will be featured in the game is the one that until now has appeared only on the original Mega Man box art.

Considering there hasn't been a new Mega Man release in a long time, not to mention not appearing at all in both versions of MvC3, this is, sadly, as good as it's going to get for him at the moment.
